Under regulatory guidelines, field officials are required to carry out physical inspections covering at least 20% of the affected area in the designated talukas and submit a detailed assessment report to the state govt. “The initial proposal for the five talukas was prepared based on the drought manual definition of a dry spell, which considers it a dry spell if rainfall remains under 50% of the weekly average continuously for three consecutive weeks, spanning 21 days. This is different from the condition of having less than 2.5 mm of rain for 21 days, which is also considered a dry spell,” said Ravindra Mane, the district agriculture officer.

State authorities have issued orders to perform physical field inspections in Niphad, Chandwad, and Trimbakeshwar talukas to evaluate actual crop losses and ground-level water scarcity. However, two of the five proposed talukas, including Nashik, have not yet received approval for ground-truthing.

This fresh assessment directive follows earlier drought relief measures initiated by the Maharashtra govt, which declared trigger-1 drought status under the drought management code 2016 for 265 talukas statewide. The 10 talukas in Nashik district brought under the drought umbrella earlier are Malegaon, Baglan, Kalwan, Nandgaon, Surgana, Igatpuri, Peth, Sinnar, Yeola, and Deola. rains in those 10 talukas remained severely deficient, ranging between 43% and 63% While the district received 71% of its average rainfall between June and Sept. Additionally, there was no rain for a consecutive 21-day period. Field officials will now carry out ground-truthing inspections in Niphad, Chandwad, and Trimbakeshwar to compile the required 20% area survey report before moving forward with rabi season preparations.

Officials from the agriculture and revenue departments have already been conducting panchanamas on a war footing across the 10 declared talukas, where kharif sowing was completed on 6.51 lakh hectares. Agriculture officials estimate an overall crop yield decline of over 40%, with soybean yields expected to drop by 50% and maize and paddy yields falling by 35%. The 10 declared talukas have already been extended concessions, including land revenue waivers, crop loan restructuring, power bill relief, and student exam fee waivers.
