The state govt also produced a copy of an order dated Aug 22, which lays down the standard operating procedure for capturing stray dogs for subjecting them to Animal Birth Control procedures and for euthanising dogs that are ferocious, afflicted with incurable illnesses or rabid and pose a danger to civil society. A bench comprising Justices A K Jayasankaran Nambiar and A K Preetha directed the committee to submit the reports in a prescribed format detailing the actions taken, including the number of dogs euthanised, whether the Supreme Court’s directives had been complied with and, if not, the reasons for non-compliance. The court was considering a suo motu case initiated pursuant to a Supreme Court order directing all high courts in the country to register suo motu cases on the issue. The state govt further submitted that it had constituted a high-level monitoring committee headed by the LSGD secretary. The committee also includes the director of the health department, state public health and environment officer, law officer of the LSGD and a representative of the Animal Welfare Board of India or the State Animal Welfare Board.
The report shall be filed before the court by the 10th of every month, and the court will consider the matter on the third Thursday of every month. The bench had earlier impleaded all local bodies in Kerala in the proceedings. A copy of the order constituting the committee was also placed before the bench.
