Kolkata: Panihati BJP MLA Ratna Debnath, mother of the RG Kar rape-murder victim, said it was public negligence that had led to the Chorbagan stampede that killed 19 people. Debnath was visiting the family of 13-year-old Pranjal Sarkar, who died in the stampede. The incident occurred due to human negligence.
