AHMEDABAD: Ahmedabad and Gandhinagar will need to add around 22,000 hotel rooms to their existing hospitality infrastructure to meet the accommodation requirements for the 2029 World Police and Fire Games and the 2030 Commonwealth Games, according to a CEPT University study. The study estimates that the twin cities currently have around 18,000 hotel rooms, against an estimated requirement of nearly 40,000 rooms for hosting the mega sporting events. The existing inventory includes 3,694 rooms across 22 five-star hotels, 1,557 rooms in 24 four-star hotels, 790 rooms across 18 resorts and 620 rooms in 16 boutique hotels. The study also identified around 141 properties listed on Airbnb and other short-term rental platforms, with the remaining accommodation spread across three-star and lower-category hotels. The assessment focuses on the premium hospitality segment, where the average daily rate is Rs 5,000 or more. Researchers estimated occupancy levels of 60% to 68% for five-star, four-star and boutique hotels. It estimated the demand-supply gap at 65% for luxury hotels, 60% for budget hotels, 70% for airport hospitality and as high as 90% for MICE (meetings, incentives, conferences and exhibitions) venues. In Doha, about 70,000 new beds were added in four years under the PPP model for the FIFA World Cup in 2022.

“Barcelona added about 300% in hotel room capacity in five years in 1992 due to the Olympics. The researchers said the expansion should be planned with long-term use in mind so that infrastructure created for the sporting events can continue to serve Ahmedabad and Gandhinagar after the events conclude. CEPT University Faculty of Management dean Sejal Patel said previous global sporting events showed how hosting major tournaments could accelerate hotel capacity in cities. The idea is to not just add temporary infrastructure but also plan for its future utilization,” she said. Public-private partnership (PPP) can be utilized for creating required hospitality infra,” Shah said.

The assessment, titled ‘Enabling Hospitality, Tourism, and Mobility Infrastructure for CWG in Ahmedabad’, was prepared by Harsh Shah, a student of CEPT’s Master’s in Urban Housing (MUH) programme, under the guidance of faculty members Sejal Patel and Amruta Patel, with TA Vidhi Mehta. Despite the existing inventory, the study found substantial gaps across hospitality and related infrastructure. The study has suggested greater use of public-private partnerships and innovative financing mechanisms to bridge the infrastructure gap. Harsh Shah proposed creating a real estate investment trust (REIT) modelled on Singapore’s hospitality trusts, with a dedicated ‘sports hospitality REIT’ category that could be created by SEBI to attract institutional capital over the next five years. “For Ahmedabad, TDR-plus mechanisms can be applied in some zones as an incentive.
