Sparse rainfall
Gandhinagar: The Gujarat govt on Friday acknowledged a severe rainfall deficit in four districts, with Devbhumi Dwarka, Porbandar , Jamnagar and Kutch receiving less than 30% of their seasonal average rainfall. However, it maintained that rainfall deficiency alone cannot be the basis for declaring an area drought-hit.
As of Sep 3, the state had received 685.5mm of rainfall, 75.4% of its seasonal average. Legislative and parliamentary affairs minister Rushikesh Patel said Devbhumi Dwarka had received just 6.4% of its average rainfall, followed by Porbandar at 18.1%, Jamnagar at 28.9% and Kutch at 29.3%. In contrast, south Gujarat had received 103.9% of its average rainfall. A final decision would be taken after scientific assessment and physical verification of 10% of affected villages before Oct 31. Congress MLAs, meanwhile, cited a notification issued during the tenure of then chief minister Vijay Rupani, under which talukas receiving less than 10 inches of rainfall or witnessing a gap of 28 days or four weeks between rainfall events were to be considered for drought relief.
Rainfall distribution across Gujarat has remained highly uneven, particularly in Saurashtra, Kutch and North Gujarat, according to a statement issued on behalf of chief minister Bhupendra Patel . Govt said a drought declaration would require assessment of rainfall, sowing, soil moisture and groundwater levels under the Centre’s Drought Management Manual, followed by field verification.
Gandhinagar: With rainfall remaining deficient in parts of the state, Gujarat govt said it had begun precautionary measures to mitigate the impact of possible water and fodder shortages.
