New Delhi: Delhi Cabinet Wednesday approved Delhi Ease of Doing Business Bill, 2026, aimed at making it easier and faster for businesses to obtain licences and registrations. The proposed law seeks to reduce visits to govt offices, avoid repeated submission of information, and make several approvals time-bound.
For activities under Schedule 3, approval, licence or NOC will be granted as soon as the application is submitted in prescribed cases. Under Schedule 3, low-risk activities focus on non-polluting commercial, assembly and service operations, officials said.
CM Rekha Gupta said the changes would move govt-enterprise relationship away from one based on control and suspicion towards trust and ease. The reforms, officials said, are aimed at reducing cost and uncertainty involved in doing business and helping attract investment. Under the proposed single-window system, businesses will be able to apply online for no-objection certificates, consents and other clearances required for operations. These include building plans, fire-related approvals, and water, sewer and electricity connections. Delhi State Industrial and Infrastructure Development Corporation will be the single nodal agency for business approvals. Another key provision is faster approval for specified low-risk activities. Self-declaration will be accepted for specified low-risk categories and cases falling within prescribed limits. These include dry electronic assembly (air coolers, domestic appliances), garment manufacturing, medical equipment fabrication (surgical instrument assembly), dry food processing (blending, sorting, packaging milk powder), paper product conversion (corrugated box making, printing), light mechanical fabrication and non-hazardous warehousing.
