Delhi govt plans to expand its electric vehicle charging network: The wider industry impact

The emergence of CCTV footage has added a fresh dimension to the case

New Delhi: Delhi govt plans to expand its electric vehicle charging network to 32,062 points by Dec 2029 and develop 10 public charging stations dedicated to electric trucks.

The ministry of heavy industries sanctioned a subsidy of Rs 8.9 crore on Oct 23 for the 10 e-truck charging stations, which will have 20 heavy-duty 360kW CCS-II chargers. A study by International Council on Clean Transportation (ICCT) had noted that while medium- and heavy-duty trucks account for a small fraction — 2-3% — of on-road vehicles in India, they contribute roughly 44-45% of total road transport CO₂ emissions and the vast majority of tailpipe. As per Delhi govt figures, between Jan 1 and Sept 30 this year, the city added 5,312 EV charging points, bringing the total to 14,225, thereby exceeding the 13,913-point target set by Commission for Air Quality Management (CAQM) for Dec 2026. Delhi had a shortage of 27,179 public EV charging points, having 8,998 existing points against a total requirement of 36,177, according to action plans to deal with air pollution submitted to CAQM in Feb. Centre had sanctioned subsidy of over Rs 127.1 crore for 382 approved sites, of which 180 have been reassessed and found suitable for composite chargers with capacities of 12kW, 60kW and 120kW. Delhi govt submitted the details of these 180 sites to the ministry on Oct 8. The charging network expansion is linked to Delhi EV Policy 2026, notified on June 30, which sets timelines for shifting specific vehicle categories to electric power. From Jan 1, 2027, only electric three-wheelers and N1 goods carriers will be registered. The corresponding deadline for two-wheelers is April 1, 2028. School bus fleets are also adopting phased electrification, with a target of 30% by 2030.

Minister Ashish Sood said the next phase of infrastructure development includes taking forward projects at sites approved by the ministry of heavy industries under PM E-DRIVE scheme. Sood said the expansion of public charging facilities, including those for heavy commercial vehicles, is a key part of govt’s plan to support the adoption of electric mobility. “The upcoming registration deadlines for three-wheelers, goods carriers and two-wheelers will also require the charging network to grow alongside the transition to EVs,” he added.

Tendering and approval processes through Delhi Transco Ltd’s QR Committee and the C&MM department are underway. Commercial delivery fleets and govt departments are phasing out internal combustion engine vehicles as part of the transition.
