New Delhi: Municipal Corporation of Delhi (MCD) is considering a technology-driven system to tackle unauthorised outdoor advertisements, revenue leakage and visual clutter across the city.
No cost will be incurred by MCD in the project,” said an official. The civic body has prepared a preamble to engage a consultancy specialising in digital media monitoring and GIS-based advertising solutions to help it map and monitor outdoor advertising infrastructure. “The preamble will be placed in the house for approval. On pilot basis, one ward will be selected to implement the project and based on the results, further implementation will be planned. The proposed pilot will involve GIS-based surveys and geo-tagging of outdoor media assets, AI-driven analysis through the agency’s visual load index (VLI) tool to assess advertising clutter and visibility, digital licensing and compliance monitoring and identification of unauthorised structures for enforcement action.
The corporation’s inventory and allotment position has also changed significantly between Feb and Sept 2026 with necessary efforts, said officials. The number of sold unipoles increased from 750 in Feb to 927 as on Sept 5, while flag signs increased from 203 to 217. LED advertising sites rose from 29 to 35 and public toilet sites from 243 to 258. Overall, the number of sold advertising media sites increased from 1,235 in Feb to 1,450 in Sept, while unsold sites reduced from 905 to 686.

“The system would also help MCD scientifically plan the density and placement of advertisements on a stretch, thereby improving traffic visibility and urban aesthetics while increasing revenue,” said officials. Expected outcomes include plugging revenue leakage through accurate documentation, monitoring and improving compliance with outdoor advertising policies, according to the proposal. “It will also optimise advertisement density and create a framework for city-wide technology-based advertisement management,” said officials.
The move comes as MCD continues efforts to check illegal unipoles and improve utilisation of its authorised advertising sites. Download the TOI App.
