The special govt pleader submitted that a sum of Rs 15 crore has already been allotted by the state govt for tarring and maintenance of the Chalakkayam-Pamba stretch. It was also informed that a high-level meeting under the chairmanship of the chief minister had been convened on Sept 9 and that he had issued a firm direction that all pilgrimage-related preparatory works across all departments shall be completed on or before Oct 31. The chief engineer shall place on record a detailed statement indicating, in respect of each work, the date on which it commenced, the expected date of completion, whether contract sanction has been granted, whether the agreement has been executed, and the measures adopted to monitor and ensure the quality of the work. The statement shall also specify the deadline for completing each work and the mechanism put in place to ensure that the works follow the required standards and are completed on time. A bench of Justices V Raja Vijayaraghavan and K V Jayakumar issued the directives on a report of the Sabarimala special commissioner regarding various activities at Sabarimala. In view of these submissions, the bench directed the chief engineer to detail how the chief minister’s directives are proposed to be implemented, with specific timelines.
