The case was registered on Oct 26, 2015, following a complaint by a borrower who had been sanctioned a loan of Rs 5 lakh by the bank to expand his solar lights business, according to the CBI . The complainant alleged that while disbursing Rs 1.25 lakh as a term loan, Rastogi had collected approximately Rs 25,000 from him under the pretext of charges for a certificate of account (CA), stamp papers and file processing. Subsequently, another Rs 3.75 lakh was disbursed into the complainant’s account as a cash credit facility. However, the branch manager allegedly demanded an additional bribe of Rs 25,000 and threatened to close the account if the amount was not paid.
