The project will be developed at the P-4 parking site under the Public-Private Partnership (PPP) model, according to officials. The project is estimated to cost Rs 265 crore, excluding land costs, with Rs 60 crore allocated for the bus terminal and Rs 205 crore for commercial development. The project will cover about 7.06 acres. The developer will maintain the terminal for 35 years, while commercial infrastructure will have a maintenance period of up to 90 years.

Besides transport infrastructure, the facility will include commercial amenities such as restaurants, shops, medical stores, banking services and public conveniences. The Uttar Pradesh Urban Transport Directorate (UPUTD) will implement the project under the Design, Build, Finance, Operate and Transfer (DBFOT) model with the selected developer. The proposed terminal will include bus bays, parking space, EV charging infrastructure, repair and maintenance facilities, ticket counters, passenger waiting areas, enquiry services and administrative offices. The commercial component will feature restaurants, coffee shops, retail outlets, medical stores, ATMs, public toilets, taxi and autorickshaw stands, parking facilities and other passenger services. After construction, the terminal will be handed over to UPUTD free of cost, while operations will continue under the developer as per the agreement.
