State govt said an increase in madrasas and beneficiaries had made verification and monitoring from directorate headquarters difficult, prompting decentralisation. An order issued by the minority affairs and madrasa education department stated that District Officers for Minority Affairs (DOMAs) will now function as drawing and disbursing officers (DDOs) for the monthly honorarium payable to eligible staff in their respective districts. The madrasa directorate had so far handled disbursements at the state level through the treasury and DBT. Under the new system, DOMAs will have to verify that a madrasa is functioning, beneficiaries are physically present and eligible, and that no fictitious, duplicate or inadmissible names have been included before authorising payment. Madrasa authorities will also have to submit a monthly status report-cum-undertaking and beneficiary statement. The directorate will scrutinise and consolidate utilisation certificates before further allocation of funds. Until the decentralised system becomes fully operational, the directorate will continue DBT-based disbursement as an interim arrangement. Download the TOI App.
