Lucknow: The Allahabad high court’s Lucknow bench on Wednesday stayed the implementation of nearly 91% reservation for NEET-UG admissions to MBBS courses in four govt medical colleges in Uttar Pradesh , while allowing counselling to proceed on the reservation percentages applicable in other govt medical colleges.

The present dispute stems from the Allahabad HC’s Aug 2025 judgment striking down a reservation regime in four govt medical colleges in Ambedkar Nagar, Kannauj, Jalaun and Saharanpur. Holding that the arrangement breached the 50% ceiling envisaged under the UP Reservation Act, 2006, the HC directed the state to redraw the seat matrix in accordance with statutory norms.

The petition challenges the reservation arrangement for state-quota seats in four govt medical colleges — Ambedkar Nagar, Kannauj, Saharanpur and Jalaun — for the current NEET-UG admission session. The petitioners contended that the arrangement was contrary to the statutory reservation framework, and breached the assurance given to the court. At the same time, it did not halt the counselling process altogether, allowing the authorities to proceed with admissions by applying the reservation applicable to other govt medical colleges. Appearing for the petitioners, senior advocate AN Tripathi submitted that the state govt had given an undertaking during the previous proceedings that the reservation arrangement would be brought in line with the statutory provisions from the 2026-27 academic session.
The court also issued a show-cause notice to the additional chief secretary, medical education, asking why criminal contempt proceedings should not be initiated against him for allegedly failing to comply with an undertaking given before the court last year.
A bench of Justice Alok Mathur and Justice Amitabh Kumar Rai permitted counselling with 21% reservation for Scheduled Castes, 2% for Scheduled Tribes and 27% for Other Backward Classes. Admissions made through the counselling will, however, remain subject to the outcome of the proceedings.
